Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: March 18, 2024 12:16 PM
From: Senator Camera Bartolotta
To: All Senate members
Subject: Vehicle Code Amendment Allowing Motorcycles to be Safety Inspected Year-round

Under current state law, motorcycles registered in Pennsylvania are only permitted to be safety inspected between the months of March and October – thereby precluding the performance of motorcycle safety inspections by PennDOT-certified inspection stations for four months of the year.

In the very near future, I will be introducing legislation that will amend the Vehicle Code to allow such inspections to be performed any month of the year.  Motorcycle registration with PennDOT would continue to be tied to the month the vehicle is to be inspected and the Department is unopposed to allowing the performance of motorcycle safety inspections throughout the calendar year.

In Pennsylvania, buying motorcycles, operating them on our roadways, and having them repaired are permitted year-round.  Eliminating the restriction on the months in which they can be safety inspected is merely consistent with how motorcycles are addressed elsewhere in state law.

Please join me in co-sponsoring this practical legislation that provides uniformity and consistency to motorcycle operators in the Commonwealth.
