Subject: Farm Winery Distillers Permit
 
In the near future, I plan to introduce legislation allowing Pennsylvania Liquor Control Board (PLCB) Limited Wineries (LK) to be granted a new add-on permit which will enable them to distill brandy for in house use.
 
This legislation will be specifically tailored to this purpose and will: 
 
  • Prohibit sale of the distilled brandy to the public;
  • Only allow the distilled brandy to fortify wine produced on premises; AND 
  • Only permit the distilled brandy to be produced from grapes or fruit grown at that location. 
 
In turn, additional options for Pennsylvania vineyards and orchards will yield more investment in the Commonwealth by local and small wineries.  Neighboring states including Ohio and Virginia have similar permits available for farm wineries. This legislation keeps Pennsylvania on par with its competing states and will create additional economic and employment opportunities.
