MEMORANDUM

Posted: March 20, 2024 02:57 PM
From: Representative Jason Ortitay and Rep. Jessica Benham
To: All House members
Subject: Providing Funding for Prosecution of Internet Crimes Against Children (Alicia’s Law)

Please join me as a co-sponsor of legislation to provide a critical source of funding for the prosecution of technology-facilitated child sexual exploitation and Internet crimes against children.  This legislation will support and expand upon a federal program that has been critical in building out our capacity to investigate and prosecute these crimes.

The United States Department of Justice currently has the Internet Crimes Against Children Task Force Program, under which state and local task forces can receive funding, training, and technical assistance for the protection of children who are online. There are currently 61 federally recognized task forces in this program, including one in Pennsylvania.

My legislation would set up a process by which state-local task forces would be established across the Commonwealth, which would supplement and enhance the work of the existing task forces. Further, additional funding for these new task forces and any federally recognized task forces will be provided through a partial redirection of an existing funding stream that funds judicial operations.

I look forward to working with you on this important legislation.
