Subject: Study of Diversion Programs
 
Although research has demonstrated that depending on punitive approaches for addressing criminal behavior does not promote public safety, our criminal justice system continues to incarcerate those who have engaged in crime as a result of poverty, mental health, and substance use disorders. Furthermore, Black individuals and other people of color continue to be incarcerated at a disproportionate rate compared to the rest of population. Diversion programs work to address these disparities as well as target underlying issues that lead to criminal behavior.
 
For this reason, we will be introducing a resolution that would direct the Joint State Government Commission to study diversion programs in Pennsylvania. Furthermore, the Joint State Government Commission would be directed to make recommendations for improving existing diversion programs as well as establishing new programs.
 
This resolution is vital step in ensuring that Pennsylvania’s diversion programs are efficient in addressing the needs of the community, while promoting public safety and reforming the criminal justice system. Please join us in co-sponsoring this resolution so we may examine and enhance diversion programs in Pennsylvania.
