MEMORANDUM

Posted: November 27, 2023 03:37 PM
From: Representative Johanny Cepeda-Freytiz and Rep. Steve Samuelson
To: All House members
Subject: Allowing Property Tax / Rent Rebates to be issued before July 1st

The Property Tax/Rent Rebate (PTRR) program provides much-needed relief to more than 400,000 older and disabled Pennsylvanians. These rebates provide needed additional financial security that can help recipients pay the bills, cover the cost of necessities, and support their families.
We believe it is important to distribute rebates as soon as possible, giving beneficiaries the flexibility to use the money whenever they need it most. However, current law prohibits rebates from being issued prior to July 1st each year. If a person files their PTRR application in January or February or March, they must wait several months to receive payment.
Therefore, we will soon be introducing legislation that would permit PTRR payments to be issued at any time after an application is filed and approved by the Department of Revenue. Under our legislation, beneficiaries would no longer have to wait until July 1 or later to receive their rebates.
Please join us in co-sponsoring this legislation so that we can allow Property Tax/Rent Rebate payments to be issued more quickly to the older and disabled Pennsylvanians who depend on it. Thank you for your consideration.
