MEMORANDUM

Posted: September 19, 2023 09:25 AM
From: Representative Mike Cabell
To: All House members
Subject: Prohibiting Mandates on Mass Transit

I am requesting support for legislation aimed at preserving personal freedoms and individual liberties. In the near future, I will be introducing a bill that prohibits modes of public transportation from implementing mask mandates or requiring proof of vaccination for services.

In recent times, the COVID-19 pandemic has tested the boundaries of government authority and rights of the individual. While it is essential to prioritize public health, we must also be mindful of protecting our citizens’ rights.

My proposed legislation seeks to strike a balance between public safety and personal freedoms. It would apply to:
  • Taxis, limousines, Uber/Lyft (TNCs) in Philadelphia;
  • Taxis, limousines, TNCs, and other passenger motor carriers regulated by the PUC outside of Philadelphia;
  • Regional and county mass transit authorities;
  • School bus and school vehicle transportation.
By preventing these modes of public transportation from enforcing mask mandates or requiring proof of vaccination, we respect the autonomy of individuals to make informed decisions about their health and travel.

Furthermore, such mandates would be a heavy burden on already struggling businesses and our economy. I firmly believe it is our duty as legislators to protect the rights of our constituents. By supporting this legislation, we uphold the principles of individual freedom and personal responsibility while safeguarding the economic vitality of our region.

I urge you to join me in cosponsoring this legislation so we can preserve the freedoms that are the cornerstone of our democracy.
