Subject: | Annual Registration of Overnight Camps - Requiring Guardrails on Bunk Beds |
In August 2022, a 12-year-old boy, Easton Oliverson, was participating in the Little League World Series. Tragically, this young man fell from a bunk bed while sleeping at the players’ dormitory in South Williamsport, Pennsylvania. He was critically injured and underwent multiple surgeries. The bunk beds at the dormitory did not have guard rails. The matter is now in litigation. Federal law mandates that bunk bed manufacturers and importers certify that the bunk beds meet certain requirements to prevent children from being injured. To ensure that our children are safe when they participate in overnight organized activities such as the Little League World Series, I plan to introduce legislation to address this issue. My legislation will amend Act 497 of 1959 which requires the annual registration of organized camps. This legislation will amend the definition of “organized camps” and will require such camps to certify that they have the appropriate safety measures such as guardrails in place if they provide bunk beds as part of the overnight accommodations for children.
