Subject: Implicit Bias and Discrimination Training for Public Employees, Healthcare Workers, and other professionals
 
Many Pennsylvanians can identify active discrimination.  It can be hurtful and obvious.  However, identifying passive discrimination and biases can be more challenging.  Such discrimination and implicit biases are important to identify and address, especially when working in a field that has regular contact with the public.
 
My legislation will require the Pennsylvania Human Relations Commission to develop training that includes the understanding of social bias, practical techniques to mitigate social bias, and improve cultural competence.  The training will be reserved for employees of the Commonwealth, employees of political subdivisions, employees of educational institutions, and licensees who are licensed in medicine, accounting, or real estate.  This training will be completed every two years.
 
No one should have to face discrimination and we must all do our part to better understand it and address it.  All Pennsylvanians deserve a fair, equitable, and responsive government and economy.  Please join me in working against implicit biases and discrimination by co-sponsoring this bill.
