Subject: Payment Plans for Automated Enforcement
 
In the near future, I will be introducing legislation amending Title 75 (Vehicles) to require that when paying a fine for automated enforcement systems such as automatic red-light enforcement and automated speed enforcement, that the owner of the vehicle has the option to make payments through a payment plan. The payment plan shall not consist of no fewer than three monthly installments. The bill also requires that the payment plan options be on the violation notice sent to the owner of the vehicle. This requirement would apply to the current automated enforcement programs found within Title 75 which are:
 
  • Automatic Red Light Enforcement Systems in Philadelphia;
  • Automatic Red Light Enforcement Systems in municipalities;
  • Automated Speed Enforcement Systems in Active Work Zones;
  • School Bus Stop Signal Arm Enforcement Cameras; and
  • The pilot program allowing automated speed enforcement in Philadelphia on Roosevelt Boulevard.
 
Currently, the existing statutes do not include provisions for payment plans within automated enforcement programs. I strongly advocate for enhancing the fairness of these programs by implementing accessible payment plans for families.
