AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in school security, providing for
school security personnel.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1316-C. School security personnel.
(a) School day.--Notwithstanding any other provision of law,
beginning in the 2023-2024 school year, a school entity shall
have one armed school security personnel on duty during the
school day at each school building.
(b) Extracurricular activities.--A governing body of a
school entity may decide to have an armed school security
personnel on duty at the school campus during extracurricular
activities that occur outside of the school day.

(c) Certification.--A school entity must certify to the
School Safety and Security Committee that an armed school
security personnel satisfies the requirements of this article.
(d) Powers and duties.--
(1) School police officers shall have the powers and
duties provided under section 1302-C.
(2) School resource officers shall have the powers and
duties provided under section 1313-C.
(3) School security guards shall have the powers and
duties provided under section 1314-C.
(4) School security personnel may have other duties as
assigned by the school entity.
(e) Funding.--Money allocated to the School Safety and
Security Fund for the School Safety and Security Grant Program
may be used for the requirements of this section.
(f) Definitions.--As used in this section, the following
words and phrases shall have the meanings given to them in this
subsection unless the context clearly indicates otherwise:
"School campus." The grounds and buildings of a school that
is, or is part of, a school entity.
"School day." The hours between the morning opening of a
school building and the afternoon dismissal of students on a day
which classes are in session on the school campus.
Section 2. This act shall take effect in 60 days.
