AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in certificate of title and security interests,
further providing for transfer of ownership of vehicle.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1111 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 1111. Transfer of ownership of vehicle.

(a.3) Sale or transfer of vehicle with suspended
registration or title prohibited.--The sale or transfer of
ownership of a vehicle with a suspended registration or title
within this Commonwealth is prohibited. An owner may complete a
sale or transfer of ownership when all of the following
requirements are met:
(1) After the owner has paid all fines, surcharges, fees
and penalties, the courts shall send a written or electronic
notification to the department that all fines, surcharges,

fees and penalties owed to the courts have been paid.
(2) The owner has served the entire suspension and has
been notified by the department that the registration has
been restored.

Section 2. This act shall take effect in 60 days.
