A RESOLUTION
Recognizing the General Operating Rules of the House of
Representatives and providing for the enforcement of the
General Operating Rules of the House within the conduct of
standing committee business and action by the Speaker.
WHEREAS, The House of Representatives as a legislative body
of this Commonwealth has a long and prestigious history of
conducting the business of the people of this Commonwealth; and
WHEREAS, The House of Representatives adopts General
Operating Rules in order to conduct the business of the people
of this Commonwealth in a civil, orderly, respectful and
structured manner; and
WHEREAS, Rule 3 of the General Operating Rules of the House
of Representatives provides for the Order and Decorum of the
House; and
WHEREAS, Rule 9 of the General Operating Rules of the House
of Representatives provides for the Decorum of the House; and
WHEREAS, Rule 10 of the General Operating Rules of the House
of Representatives provides for Debate of the House; and

WHEREAS, Rule 11 of the General Operating Rules of the House
of Representatives provides for the Interruption of a Member who
Has the Floor of the House; and
WHEREAS, Rule 13 of the General Operating Rules of the House
of Representatives provides for the Transgression of House
Rules; and
WHEREAS, Rule 44 of the General Operating Rules of the House
of Representatives provides for the Organization of Standing
Committees and Subcommittees; and
WHEREAS, Rule 44 states that each standing committee shall
have the power to promulgate rules not inconsistent with the
General Operating Rules of the House of Representatives which
may be necessary for the orderly conduct of its business; and
WHEREAS, The chair and minority chair of each standing
committee are not immune to the General Operating Rules of the
House; and
WHEREAS, The chair and minority chair of each standing
committee shall conduct themselves in a manner in accordance
with the General Operating Rules of the House; and
WHEREAS, Such conduct shall include respect and civility to
each member of a standing committee; therefore be it
RESOLVED, That the House of Representatives enforce the
General Operating Rules of the House not only on the House floor
but within the conduct of business of each standing committee;
and be it further
RESOLVED, That the Speaker of the House of Representatives
have the power to impose censorship, sanction or other
punishment as deemed appropriate upon a chair or minority chair
of a standing committee who is disrespectful or uncivil to any
member of a standing committee or who otherwise transgresses the
