INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
MAY 4, 2015
A RESOLUTION
Designating May 12, 2015, as "Industrial Resource Center
Appreciation Day" in Pennsylvania.
WHEREAS, Manufacturing is among Pennsylvania's leading
industries, contributing $77.4 billion to the gross State
product each year, an amount that makes this Commonwealth the
8th largest manufacturing state in the union; and
WHEREAS, Manufacturing provides a family-sustaining average
wage of more than $56,000 to more than 550,000 direct employees
each year, thus infusing more than $31.2 billion of employee
earnings into Pennsylvania's economy each year; and
WHEREAS, The more than 14,000 manufacturers of this
Commonwealth helped fuel the State economy by contributing more
than $959 million of wage taxes and $445 million of sales taxes
to our treasury last year; and

WHEREAS, The industrial resource centers were established by
the General Assembly under the act of June 22, 2001 (P.L.400,
No.31), known as the Industrial Resources Center Partnership
Act, to serve the manufacturing industries in this Commonwealth;
and
WHEREAS, Industrial resource centers diligently provide
technical services and much-needed expertise to Pennsylvania's
small and mid-sized manufacturing community in the areas of
innovation, process improvement, reshoring and technology
acceleration; and
WHEREAS, Over the past 10 years, the work of our Statewide
industrial resource centers has made positive impacts upon and
has created or retained critical manufacturing jobs within more
than 1,300 Pennsylvania manufacturing businesses; and
WHEREAS, The United States Department of Commerce recently
verified that, over the past 10 years, Pennsylvania
manufacturers have realized sales impacts of more than $7.4
trillion and bottom-line cost savings of more than $626 billion
as direct results of industrial resource center services; and
WHEREAS, The United States Department of Commerce recently
verified that, over the past 10 years, industrial resource
center activities have facilitated more than $1.5 billion in
manufacturer investment in Pennsylvania and positively impacted
more than 56,000 manufacturing jobs; and
WHEREAS, The industrial resource centers represent a public-
private partnership that looks forward to continuing to leverage
Federal, Commonwealth and industry resources to further advance
our manufacturing economy and create manufacturing jobs well
into the future; therefore be it
RESOLVED, That the House of Representatives designate May 12,

2015, as "Industrial Resource Center Appreciation Day" in
Pennsylvania and urge its observance throughout this
Commonwealth to show appreciation for the work of industrial
resource centers and the importance of the industry they serve.
