A RESOLUTION
Honoring Michael P. Gasbarre for his decades of service to the
Pennsylvania Local Government Commission and to the residents
of this Commonwealth.
WHEREAS, Michael P. Gasbarre, Executive Director of the
Pennsylvania Local Government Commission, began his career as a
Research Analyst with the Commission on May 4, 1978; and
WHEREAS, Mr. Gasbarre received promotions to the positions of
Assistant Director in 1987 and Executive Director in 2004; and
WHEREAS, During his tenure, he was instrumental in the
development and enactment of significant Commission legislation,
including the Municipalities Financial Recovery Act and the
recodifications of the Second Class Township Code, the Borough
Code and the Third Class City Code, as well as many other
measures that have benefited municipalities and the residents of
this Commonwealth; and

WHEREAS, Mr. Gasbarre assisted the General Assembly
immeasurably in the study and understanding of local government
in Pennsylvania through Commission projects including task force
and research work on tax collection, municipal distress, police
services, and municipal merger and consolidation, as well as
various Commission publications; and
WHEREAS, Mr. Gasbarre, through his experience, discretion and
knowledge, has earned a reputation among constituents,
professionals, members of the General Assembly and legislative
staff as a trusted authority and advisor on Pennsylvania local
government; and
WHEREAS, Mr. Gasbarre is retiring after 37 years of
meritorious service to the Commonwealth, having demonstrated the
highest professional standards and exemplary commitment;
therefore be it
RESOLVED, That the House of Representatives honor Michael
Gasbarre for his decades of service to the Pennsylvania Local
Government Commission and the residents of this Commonwealth and
wish him the best in his retirement; and be it further
RESOLVED, That a copy of this resolution be transmitted to
Michael P. Gasbarre.
